Summary0005137: Add Prompt to Gem binary
Description

Currently there are a lot of errors generated in kali when users use ruby based applications, because the error messages often say "run gem install xxx to fix this error" (the default ruby error message).
But this causes more problems than fixing them and users mess up their whole systems because they manually install gems and often break all installed ruby applications.

I would suggest to add a shell script wrapper around the gem binary in $PATH and prompt the user with some text that this will NOT fix the problem otherwise you are developing stuff and apt-get is the way to go.

Due to the age of the OS (Kali Moto [v1], Kali Safi [v2], Kali Rolling <= 2018.4), these legacy versions are no longer supported.
