Summary0003086: Regression of bug 46
Description

Apparently https://bugs.kali.org/view.php?id=46 has returned. VLC cannot be run as root, which impedes it's usability for forensic purposes. The VLC devs, after much pleading, appear to have added an --allow-run-as-root option in the build stage, but Kali doesn't enable it (anymore?).

Steps To Reproduce

root@kali:~# vlc
VLC is not supposed to be run as root. Sorry.
If you need to use real-time priorities and/or privileged TCP ports
you can use vlc-wrapper (make sure it is Set-UID root and
cannot be run by non-trusted users first).
root@kali:~# vlc-wrapper
Cannot determine unprivileged user for VLC!

Due to the age of the OS (Kali Moto [v1], Kali Safi [v2], Kali Rolling 2016.x), these legacy versions are no longer supported.
