The setenv.sh is meant to be sourced. It doesn't make much sense to execute it as all it does is export certain environment variables. Do you have a use case in mind that I'm not thinking of?

If you look inside the folder that contains this file, all other .sh files are executable.

Due to the age of the OS (Kali Moto [v1], Kali Safi [v2], Kali Rolling 2016.x), these legacy versions are no longer supported.
