This is a common misconception with the "light" iso - it means there is lesser than the full install, not that it's a minimal image. That being said, those files are symlinks, and they are there for convenience, and the scripts are used for both live and installs so they use the same setup. We won't be changing this, however if you'd like to go through and do it yourself, you can always build a "lighter" ISO by following the instructions on https://docs.kali.org/development/live-build-a-custom-kali-iso |
