theHarvester reports no output when using google, but does output when using bing. This is when scanning the exact same domain, seconds apart.

Going back and forth between the two engines produces the exact same result, repeatedly across several domains.

(Curiously, I was able to use google not 24 hours prior and I can still use theHarvester with google on Arch Linux without any issues.)
