This will be fixed with a new releas of gr-osmosdr that will conflict with the old kali packages that you should remove for the upgrade to complet.

Pushed gr-osmosdr_0.1.3-2kali1.dsc to sana.

Conflicts: libgnuradio-osmosdr (<< 0.1.3), libgnuradio-osmosdr-dev (<< 0.1.3), libgnuradio-osmosdr-apps (<< 0.1.3)

That's the package to remove so that gr-osmosdr can install properly.
