It's a Ruby Gem.

We need to change the script name: /usr/bin/pedump already exists in Debian (package mono-utils)

AFAIK we need to package the following gems too: iostruct and zhexdump.

The package ruby-pedump version 0.6.5-0kali1is available in kali-rolling.
The executable script is named pedump-ruby to avoid conflicts with mono-utils
