Report to the dev of the tool (evil-winrm) instead of the packaging team so that they are fixing the compatibility issue?

I would do it but the dev doesn't have issues enabled and the project kinda seems dead.
anyway, the packaging team might rethink the choice of having evil-winrm on the kali-linux-default kali-linux-headless metapackages instead of evil-winrm-py

Dev branch seems be still quite active (last commit two months ago):

You probably just need to find a way to contact them (i wouldn't expect that the Kali team is doing that or fixing issues in software of some one else), e.g. this file has a e-mail contact:
