When I run
lb clean --purge
lb config
lb build

I get http://pastebin.com/UV0SX52y

The problem seems to be with xplico.

please fix so that I can update my live USBs to be un-heartbleed.

Steps To Reproduce

After installing all packages in attached file to a new 1.0.6,
git clone git://git.kali.org/live-build-config.git
cd ./live-build-config
lb clean --purge
lb config
lb build

Am not able to reproduce, live-build works great for me. Not sure what kali.list.chroot is, but it looks like a mess. I wouldn't be surprised if this is causing your issues.
