Kali Rolling tracks Debian Testing. The package has probably been dropped from Debian Testing, see https://tracker.debian.org/pkg/tlp and https://tracker.debian.org/news/749750 The problem is that the package depends on hdparm and hdparm itself is affected by multiple bugs and the release managers are trying to get rid of it in Debian Testing. |
