What version of apt and Kali are you using ? (make sure you are using kali 2016.1 with latest apt) dpkg -s apt |grep Version How big are all those FAILED files? Does the size match the expected size? |

I am on a transition from Kali 2.0 Sana to Kali Rolling and following the instructions under the heading Transitioning From Kali 2.0 to Kali Rolling provided at https://www.kali.org/news/kali-linux-rolling-edition-2016-1/ Or is it too late to do that? dpkg -s apt |grep Version gave me Version: 1.0.9.10+kali1~r2u1 Regarding the file sizes of the failed package, they were same, for example it around 84MB for maltegoce |

It's not too late, the dist-upgrade process should work at any time but we only test upgrades from the last released ISO to the current kali-rolling. So you might come into unexpected problems. That said I would highly suggest you to hardcode another mirror in your /etc/apt/sources.list. ftp.ne.jp is known to create problems with old versions of APT. |
