|Summary||0003859: Failed to start udev Kernal Manager|
|Description||I have Kali Linux 2016.2 USB Persistence and when I update and upgarde the Kali using "apt-get update && apt-get upgrade -y && apt-get dist-upgrade" command.During upgradation there is an error "Failed to start udev Kernal Manager". When I restart the kali booting stuck on to start udev kernal manager.|
|Steps To Reproduce||Create fresh Kali Linux USB persistence and agin upgrade, but the same problem here.|

This worked for me:
Can you show full logs (journalctl) after having seen the "Failed to start udev Kernal Manager" message?
We need to know why it fails to be able to fix anything... also you should try to complete your upgrade with "dpkg --configure -a" and retry again "apt full-upgrade".
Can you verify that "udev" and "systemd" have the same version?
dpkg -l udev systemd
Otherwise ensure that you upgraded both. It might be that you are affected by https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=853078
