Looks to me like a mirror problem. Try switching mirrors and rerun apt. If you need some directions on how to manually set a mirror, see https://docs.kali.org/community/kali-linux-mirrors |

This really looks like a transient problem with the mirror. If you still have the problem with the ct.mirror.garr.it mirror, let me know and re-open the ticket. |
