repo.kali.org is not a public server. Try http.kali.org instead. Were you referred to repo.kali.org by our documentation? If so, please point us to it and we will update it asap

Try:

http://http.kali.org/kali/dists/kali-rolling/main/installer-amd64/current/images/netboot/netboot.tar.gz

or

http://http.kali.org/kali/dists/kali-rolling/main/installer-i386/current/images/netboot/netboot.tar.gz

depending on your preferred achitecture.
