I did all the updates, downloaded and installed that version. but this time it gave me error for you to download a new version of the old version

The traceback shows that the script is in /usr/local/bin
The Kali package doesn't install anything in usr/local/bin
You probably installed the package manually. You should remove it and install the Kali package:
apt install wpscan
