Create a file called /etc/dconf/db/gdm.d/06-tap-to-click
and put

[org/gnome/desktop/peripherals/touchpad]
tap-to-click=true

in it, then run
sudo dconf update

Then restart gdm, or reboot, and it should be enabled.
