As long as Debian won't ship it in testing it probably won't be shipped in Kali either.

fprintd is a package that comes from Debian - https://tracker.debian.org/pkg/fprintd - as such, it may occasionally be removed when they run into QA issues with their packages. It was recently re-introduced into their unstable branch, and will eventually make its way back into testing.
