Summary0008564: kali offline iso ( https://kali.download/base-images/kali-2023.4/kali-linux-2023 )has bugs in the step configure package manager
Description
  1. When installing through rufus bootable usb or cdrom
  2. then after installation of base system, in the configure manager step and software installation step it says step failed .

WORKAROUND- press esc, skip and go to the finish installation and it would ask you to configure clocks press ok there
and when the installer asks you to reboot at final step, DONT press reboot
press escape and go to the configure package manager step again and then just press next next next.

I have done multiple installations, and have not been able to reproduce this issue at all.
