Please use sudo apt full-upgrade instead of sudo apt upgrade. Does that fix the issue?

The fix is out there on the mirrors, but it will still take an hour or so before the redirector (http.kali.org) is aware of it.

Please try apt update && apt full-upgrade, you should see kali-themes 2025.3.1 in the list of packages to update, sooner or later. Please confirm the issue is fixed. Thanks!
