startup port mapper returns the warning
not starting portmapper is not running ... (warning)
not starting NFS kernel daemon: no exports ... (warning)
This problem occurs in all versions of kali linux

I'm not sure i understand what you're saying. You can start the service manually if needed, or generate a custom Kali ISO with this change. In any case, this is not a bug, but an intended feature - No services network services startup by default on kali linux. Closing.
