Summary0000244: Keyboard layout not changeable
Description

As described in issue 0000008 (http://bugs.kali.org/view.php?id=8), the keyboard layout is not changeable here. I am trying to set up Spanish, and changed all the relevant settings under Applications -> System Tools -> Preferences -> System Settings -> Region and Language. However, the keyboard will never switch to Spanish layout, even after logoout-login.

The only way I managed to change it in the terminal was:

setxkbmap es

But that's not persistent after a logout. Obviously I may apply this command everytime I login, but there should be a cleaner solution.

Confirm! The command "loadkeys de" does not work correctly. The reason is missing package console-setup, console-data and console-common.

Dear maintianers, please add these at the next release!
