The following has been tested and works (See https://github.com/brad-anton/freeradius-wpe for more details and example config):

tar -jxvf freeradius-server-2.1.12.tar.bz2
cd freeradius-server-2.1.12
patch -p1 < ../freeradius-wpe.patch
./configure
make
make install
ldconfig

I have a patch for 2.2.6 if you'd like but I haven't tested it yet.

There's a replacement for Freeradius-WPE called Hostapd-WPE (https://github.com/OpenSecurityResearch/hostapd-wpe) which includes some new functionality (karma-style responses, client-side heartbleed, etc).

I've not tested it extensively, so can't really comment on whether it's better than the original Freeradius-WPE, but might be worth looking into both.

(Packaging wise this is similar to cupid-hostapd)

We just uploaded hostapd-wpe_2.2+git20160420-0kali1.dsc so it will be available shortly in kali-dev and kali-rolling.
