Note that you can get a correct version of the mini.iso over here:
http://http.kali.org/kali/dists/kali-rolling/main/installer-amd64/current/images/netboot/mini.iso

We rebuild debian-installer for each kernel release. But we don't update released ISO images and thus the mini.iso images get stale on next kernel upgrade...
