Summary	0003171: ruby-libv8 and ruby-therubyracer for arm64
Description	At some point we want to have an arm64 version of ruby-libv8. We want this mainly to have ruby-therubyracer on arm64 as well. Unfortunately, arm64 support ruby-libv8 is only available in version 4.5 and ruby-therubyracer is not yet ready for that version: https://github.com/cowboyd/therubyracer/pull/348 So we hold on to update ruby-libv8 for the time being.
