Summary0003301: "Tor can not read it's config file, even after fresh install."
Description

I tried using Tor and when I tried to reload and change IP's, it tells me it can't read its config file, so I tried force-reload and that failed. I thought it was a problem with the original install so I reinstalled it and check the log. It failed and gave me this error. I will put the error in the additional information box.
