The missing packages are

console-common console-data and its dependencies.

Just add them into the default package list of the downloadable and it works.

German environment in the graphical interface is working well, it is just not working at the other terminals (CTL + ALT + FX).

I think you are again misdiagnosing the problem. Did you try "dpkg-reconfigure keyboard-configuration" ?

The package that is in charge of configuring the console is "console-setup" and it's likely already installed.

Hi Raphael, do I something wrong? Tried as you suggested. I can run dpkg-reconfigure keyboard-configuration, can chose German keyboard and also German layout. But it does not change. For example, after setting the correct settings, still "z" and "y" are exchanged on the keyboard (pressing key "z" prints "y" and vice versa like the English layout (qwerty instead of qwertz). I agree, console-setup is installed, and also ran its settings, although it has nothing to do with the keyboard layout.

I tested with the latest kali-live 2016.2.

Besides, the other thing, we talked about (the proxy thing), did also not work as requested. But that is another story. If you like, you can also contact me directly. Should have reached my email address.
