There a developer named kvalo has added the firmware support for debian based linux, but unfortunately Kali linux doesn't contains all of those driver packages. Here is your link (GitHub)
It seems that the bug is directly in the Linux kernel firmware images.
Monitor mode doesnt work on QCA9377 since this firmware update:
2018-02-15 | ath10k: QCA9377 hw1.0: update firmware-5.bin to WLAN.TF.1.0-00002-QCATFSWPZ-5
The reason why it works on Kali Linux 2018.1 (and also on 2018.2 and 2018.3) is that Kali Linux had firmware-nonfree 20170823-1 in repository until 2018-08-18, when the package was updated to version 20180518-1, which already contains the updated but bugged QCA9337 firmware as I mentioned above.

Can't you still see any bugs in Kali Linux 2018.4 yet?
A bugged firmware update is containting since Kali Linux 2018.1 because there is no sufficient non-free firmware I mean latest firmware is included for Qualcomm Atheros QCA9337 Wireless AdapterLinux So I hope that the problem will be fixed in the future releases of Kali linux. I also hope that Kali Linux 2019.1 will be a great OS with all the latest updated non-free firmwares for Wireless Adapters & it is important to fi the kernel issues for Wireless Adapters in Kali Linux 2019.1
We do not modify the firmware package ourselves, so the upstream (Debian) bug will be the one to watch.
One thing that could help, since you have the hardware to test the firmware - is subscribing to the Debian bug and testing the latest firmware from https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-firmware.git/ You can clone the repo and then copy the files into the correct place and test that they work. And then report to that bug address (it's as simple as sending an email) that it does or doesn't work for you, so they can update the firmware package.
