Are you able to provide a bit more information? I attempted the same and received the proper version from both commands. What kind of system and did you upgrade or install 2019.1 fresh?

Due to the age of the OS (Kali Moto [v1], Kali Safi [v2], Kali Rolling <= 2018.4), these legacy versions are no longer supported.
