I suspect you have broken your system in some strange way and you should get help on support forums. This is definitely not a generic problem...

Do you have the problem while trying to install any package ?

What does "dpkg --version" and "which dpkg" give you?

Due to the age of the OS (Kali Moto [v1], Kali Safi [v2], Kali Rolling <= 2019.1), these legacy versions are no longer supported.
