Fails to launch the Applications Menu from the Panel

The weekly now has the same problem.

Use Alt-F1 to open the Applications Menu in the Panel
--or-- from the command line: /usr/bin/xfce4-popup-applicationsmenu
First try: nothing happens
Second try: opens the 'Desktop Menu' (contextual menu)

Due to the age of the OS (Kali Moto [v1], Kali Safi [v2], Kali Rolling <= 2019.2), these legacy versions are no longer supported.
We will be closing this ticket due to inactivity.
