Summary0005844: Locale is automatically set to aa_DJ.utf8
Description

I freshly installed kali 2019.4 with xfce DE
The first launch is good with en_IN locale
After update and several restarts, it automatically changed to aa_DJ.utf8
But when I login through recovery mode, then the locale is at en_IN.utf8

How to fix this?
