Summary	0005991: Locales are not being generated
Description	Kali 2020 week 2 installer won't uncomment any of the locales in /etc/locale.gen when selecting Turkish as region and Turkish Q as keyboard.
Steps To Reproduce	Install using Kali 2020 week 2 image. Select Turkey as location, Turkish Q as input method
Additional Information	The problem was same in the daily builds of end of 2019.
