The xpra package has been removed from Kali Linux repos on 2020-07-20 for an unknown reason. This package is commonly referred to as "GNU's screen for X", as an alternative to X over SSH or VNC.

the Release Team now considers packages that are out-of-sync between testing and unstable for more than 60 days as having a Release Critical bug in testing.

I would suggest asking Debian, rather than Kali
