A. Hashcat is basically based on GPU, whereas my knowledge goes. Correct me if i am wrong....

A. Yes, Here will be available all the updates i.e. if u may had read the code, the zracker has isolated all the functions inside "backend" folder, which when will be replaced from the Zip downloaded from above link if any update is available so. In short, it;s for updating..

I believe if you do hashcat -I it will say if your CPU is supported.

The external dependencies is a hard stopper.
