Summary0007477: Kali 2021.4 fails localectl set-keymap
Description

Kali Linux 2021.4 is released, and I get VMware 64bit edition.
Then, I try to change Japanese keymap by this command.
$ sudo localectl set-keymap jp106
But this command fails "Failed to set keymap: Keymap jp106 is not installed.", and no keymap changes. (We can see keymap config "$ sudo localectl status")

The old release, Kali Linux 2021.3 is succeed to run this command and change keymap.

This bug will be affect all jp106 keymap user who wants to use Kali Linux 2021.4.

Please try "sudo dpkg-reconfigure keyboard-configuration" in order to change the keyboard configuration.
