You can't install winrar as it's a windows program, but you could install the commands rar and unrar. Unfortunately, seems like the package rar is not available in kali's repositories right now, as it was removed recently. I'll notify it and see if it can be added back

By default, Kali comes with unrar installed, so you would be able to use that to extract files. Additionally, you can install and use p7zip-rar to extract rar files. As Dani pointed out, winrar is a Windows application. There is no change needed here, and this is not a bug.
