If I read correctly the logs, gvm has not finished to update all the data when you tried to run the scan: "VTs list is empty"

When you run gvm-start for the first time, it takes several minutes to update / load the data downloaded during the setup.
When it's finished, you have a message like "Updating VTs in database ... done [...]" in the gvmd.log
Then you can run the scan.
