In this specific case it might be not even Kali related and reading how to install packages via dpk should help as well.

I don't know why are you even trying to install google chrome on linux

kali has a default firefox browser and chromium browser

you can install brave browser if needed.

try to install like this

sudo apt install ./<package_name>.deb

if still the error install the dependences

sudo apt install python imagemagick cabextract icoutils jq && sudo apt install python-wxgtk2.8 python-wxgtk3.0 && sudo apt install playonlinux

sudo apt install ./<package_name>.deb

if any error in downloading python packages just try "python3" in place of "python"
