Description

Nothing happens when using 'Set as wallpaper' contextual menu

Steps To Reproduce

This method fails:
select a photo
right click for contextual menu
select "Set as wallpaper"
nothing happens

Additional Information

This method works:
at desktop
right click for contextual menu
select "Desktop Settings..."
Background > Wallpaper for my desktop
select a photo
desktop background is changed

right click on an image
select 'Set as wallpaper' contextual menu
Surprise... it works
