Description

apt-get dist-upgrade or other tools (kali-tweaks) brings the installation to freeze during download phase.
shortly before transfer rates drops dramatically.
When booting 5.16 & kali 7 it is not reproducable

kali-tweaks --> metapackages

Installation time depends on your internet connection, and the mirror you're redirected to.

With Kali Tweaks you can configure your package repository easily: either commnunity mirrors (the default) or the Cloudflare CDN.

So I suggest you configure your system to use the Cloudflare CDN instead, and see if you get better download speed. Cf https://www.kali.org/docs/general-use/kali-linux-sources-list-repositories/#enabling-kali-additional-branches
