Hello! You can change which mirror you update from. By default the "mirror" is http.kali.org, which is in fact not a mirror but a redirector, and it redirects you to the closest mirrors. I guess you live in South Korea or close-by.

I suggest to change and use kali.download (ie. Cloudflare CDN). Open a terminal, type "kali-tweaks" then Enter, then go to the "Network Repositories" section and choose "Mirrors: Cloudflare". After that there should be no more issues.
